This item is packed by the majority of travelers because of its necessity while sightseeing and temporarily being in areas with no access to power outlets during vacation.

The FAA says this item can overheat and cause and explosion and or fire in the aircraft during flight, so that's the reasoning behind the ban on the item in checked luggage.  They say that flight attendants are trained to handle these situations inside the cabin if it arises.

The FAA has announced that they are banning phone charging banks from checked luggage entering all commercial aircrafts.

All lithium-ion batteries are capable of overheating and undergoing a process called thermal runaway. Thermal runaway can occur without warning as a result of various factors, including if the battery is damaged, overheated, exposed to water, overcharged, or improperly packed.

So, remember to pack your phone charger power bank in your carry-on luggage and you will be good to go.
